Persona 5 Royal: Tower Confidant Guide (2024)

Shinya Oda is a young boy who spends most of his time in an arcade. Players must find him to solve a Mementos request, but he soon turns out to be the Tower confidant of Persona 5 Royal.

Shinya's confidant abilities are all based around guns, one of the new mechanics introduced in Persona 5 Royal. It's sometimes easy to forget that this new feature exists, or to save the limited number of Down Shots for a critical combat that never comes, but overall the Tower abilities are all very useful.

General Information

In the Tarot Arcana, the Tower card traditionally depicts the Tower of Babel from the Bible. Its meanings include downfall, a sudden change, and the end of a friendship, while in reverse it can mean oppression and being stuck in a bad situation.

After starting the Tower confidant, players will find Shinya in the Akihabara arcade during the day on Monday, Tuesday, Thursday, and Saturday. He can also show up on holidays, which players should keep in mind if they're trying to get every room decoration.

When players don't have enough relationship points to rank up, they can hang out with Shinya in the arcade or invite him somewhere fun. Players can take Shinya to Destinyland to get Balloons, but only if they're at rank 6 or 9, only on 10/10, 10/30, or 11/3, and only after visiting Asakusa first. After 11/3, Destinyland shuts down for the year. Players can also give Shinya a gift on these outings, and his favorites are the Silver Bangle, Snack Pack, Uji Matcha Flan, Truffles, 48-Sided 3D Puzzle, Motorbike Figure, and Katana Keychain.

On 9/4, Mishima will tell Joker about the Mementos request "Winners Don't Use Cheats." Joker needs a name, but he can get it by going to the Shibuya arcade and listening to the gamers talk about the cheater. After that, head to Akzeriyyuth Area 5 in Mementos to fight the Shadow. The Shadow also cheats, so after four rounds the party will escape and regroup.

After that, Joker will hear about the King of Gun About, someone who can supposedly defeat gamers even when they're cheating. The King turns out to be Shinya, a grade schooler, and he'll only agree to teach Joker if he proves that he knows the Phantom Thieves personally.

Players must now head to Yongen-Jaya and speak to Futaba when she's outside Leblanc. She'll agree to hack the Gun About website, and this conversation won't take up any of Joker's time. At this point, head back to Shinya to get the first rank of the Tower confidant and the ability Down Shot. Joker can use this ability to knock down a Shadow without dealing damage, possibly opening it up to a negotiation or an All-Out Attack. Using this on the cheating Shadow will end the combat instantly, but players can take their time and deal with the cheater later.

At the end of the event, players get an opportunity to get a few relationship points with the following choice:

The numbers listed in this guide assume that players have a Tower Persona in stock and are getting the same-Arcana bonus. This rank also provides a large Kindness boost for Joker.

During the second event, Shinya complains about his empty home and how he wants to be as strong as the Phantom Thieves.

The rank 2 reward is Bullet Hail. When ambushing a normal Shadow, the party has a chance to begin the fight with a special gun-based All-Out Attack. Players will have to button-mash to deal damage, and the Bullet Hail will deal around 25 percent of each Shadow's health at most. Joker also gets another large Kindness boost.

At rank 3, Joker gets a Warning Shot. During a negotiation, Joker has a chance to obtain a new Persona without a discussion. This rank also comes with a medium Kindness boost.

A professional gamer, Takekuma, appears in the arcade and challenges the King to a duel. Rumor has it Takekuma cheats, but either way Shinya loses badly.

Shinya is still upset over losing, and he describes his troubled home life to Joker.

Along with another medium Kindness boost, players get access to Laced Bullets. Any status ailments caused by gun attacks now have a higher chance of triggering.

Shinya's school battling becomes school bullying as he takes another kid's lunch money for "losing."

This rank provides another medium Kindness boost and Cheap Shot. This ability increases the Down Shots per Metaverse visit from 1 to 3. Players may want to choose some "wrong" options to make sure they have a chance to visit Destinyland instead of going straight to the rank 7 event.

Shinya is starting to realize that his mother isn't acting like a good person, and then she shows up to yell at Joker for being a "bad influence." This event takes place outside, so it won't trigger when it's raining.

After the last event, the Phantom Thieves meet up automatically to discuss Shinya's mother. However, the request doesn't become official until after Joker gives Shinya a calling card during the rank 8 event. Once again, the event is outside and unavailable on rainy days.

This rank comes with another large Kindness boost and the ability Electric Slug. This increases the damage Bullet Hail can do to around 50 percent of a Shadow's starting health.

Players can now head to Mementos to complete the request "A Mother's Aggression." Shinya's mother is on Adyeshach Area 11, and her Shadow is Dakini. She's weak to Fire damage, but players may want to focus on Physical attacks since she doesn't take much damage from the Almighty element. After her defeat, players will get a Soma.

Rank 9

Shinya's mother is refocusing on her child after her change of heart, making his situation better. This is another no-rain event.

The final Tower event wraps up Shinya's other plot lines by having him apologize to the kids from school and beat Takekuma despite his cheating ways. Players don't need relationship points anymore, but Shinya responds best to the dialog choices 3, 2 or 3, and any.

Along with a small Kindness boost, rank 10 comes with the skill Oda Special. From now on, Joker's gun will bypass all resistances and deal full damage to any enemy. Players can also fuse Mada, the final Tower Persona.

On 3/19, players can visit Shinya to get a Gun Controller. In a New Game Plus run, this item will give Joker access to every Tower ability once they reestablish the confidant.
